NY’s Boating Education Requirements

Under New York State law, anyone operating a personal watercraft (e.g. jet ski) must be at least 14 years of age or older and have a boating safety certificate. In addition, under Brianna’s Law, all motor boat operators must obtain a boating safety certificate. Those born on or after January 1, 1978, must obtain a safety certificate in 2024; all motor boat operators, regardless of age, will need a boating safety certificate beginning in 2025. (There are some exceptions made for visitors to New York, persons renting a boat from a livery, and persons purchasing a new boat for the first time. The FAQ link below will outline the exemptions.)

A boating safety certificate is issued upon successful completion of an eight-hour boating safety course. The course covers critical boating knowledge, substantially reducing risks on the water and preparing them for what to expect. Courses must be New York State approved in order to satisfy the law. Currently, acceptable courses include those offered by New York State Parks, the United States Coast Guard Auxiliary, America’s Boating Club (formerly Power Squadrons), Boat US, and US Powerboating. There are courses offered privately and by municipalities that also satisfy the state, but it is the boater’s responsibility to verify the provider and course meet state standards.

Upon successfully completing a state-approved classroom or online course, a certificate will issue or an anchor added to your official state driver’s license. Boaters should note that the eight-hour course, while educational, is just a step in the knowledge needed by responsible vessel operators. Most course providers offer additional education, including vital hands-on experience.
